Network Management Policy
TELE-PAGE, Inc provides this Network Management Policy (“Policy”) in accordance with FCC’s requirements which seek that all internet providers (“ISPs”) disclose information about their network practices, performance characteristics and commercial terms of their broadband internet services. This Policy ensures that you have sufficient information about our network prior to selecting any of our broadband services.
Required Public Disclosures:
Blocking
TELE-PAGE, Inc does not block access to lawful content or otherwise prevent end user(s) access to lawful content, applications, service, or non-harmful devices. We conduct only reasonable network management.
Throttling
TELE-PAGE, Inc does not throttle, degrade or impair access to lawful internet traffic based on content, application, service, user, or use of a non-harmful device. We engage in only reasonable network management practices.
Affiliated Prioritization
TELE-PAGE, Inc does not favor some traffic over other traffic, including through use of techniques such as traffic shaping, prioritization, or resource reservation, to benefit an affiliate, nor do we have plans to do so.
Paid Prioritization
TELE-PAGE, Inc does not engage in paid prioritization.
Congestion Management
TELE-PAGE, Inc monitors its network on a continuous basis to determine utilization and reinforces with additional capacity in areas where growth identifies a need. If, and when, congestion emerges, TELE-PAGE Inc employs several measures to ensure positive customer experience and relieve congestion.
Application Specific Behavior
TELE-PAGE, Inc does not engage in any application specific behavior on its network, unless it is in connection with a security measure in accordance with the company’s terms of service. TELE-PAGE Inc’s customers have full access to all lawful content, services, applications and devices the broadband services have to offer.
Device Attachment Rules
TELE-PAGE, Inc may recommend, and in many instances provide, for best customer experience wireless modems, routers or other gateway devices to be used in connection with their services. Notwithstanding the above, customers may attach devices of their selection, provided these do not affect the company’s network or clients. For the best results, modems, wireless modems, routers, or other proprietary network gateways used on our network should be provided by us. Customers may, however, attach their own devices to their wireless routers, laptops, desktop computers, video game systems televisions, or other network – enabled electronics equipment. Customers are responsible for ensuring that their equipment does not harm our network or impair other customers’ service. We are not responsible for the functionality of compatibility of any equipment provided by our customers. Customers are responsible for securing their own equipment to prevent third parties from unauthorized access to our network and will be held responsible for the actions of third parties who gain unauthorized access through unsecured customers equipment. If we discover customer devices are harmful to our network, we have the right to request that the customer remove such device.
Security
TELE-PAGE, Inc has not adopted security measures that would monitor end-user real-time usage at this time. The responsibility would be that of the end user to monitor their usage and adopt safe practices that they feel necessary to protect any unauthorized access to their personal files and information. We do, however, engage in internal security measures to monitor aggregate Internet usage to avoid any possible degradation of our IP network and performance. We may block ports that are known to be used for DDOS/DOS, Virus, and other malicious activities or to intercept user information for the customers’ protection. We also block emails deemed to be SPAM or that are detected to contain a virus or other malicious code both into and out of our network. Performance Characteristics
Service Description
TELE-PAGE, Inc offers Internet service over Fixed Wireless and Fiber-to-the home (“FTTH”). Information about our different service offerings can be found at www.telepageinc.com. Our service is provided as a “best effort “service, and we provision services to meet the maximum speeds as advertised. All of our Internet service offerings can be used for real-time applications. However, the performance of those applications may improve at higher transmission speeds. A general description of the service, including the service technology, expected and actual access speed and latency, and the suitability of the service for real-time applications. High speed internet service is provided via multiple 100 gigabit, geographically diversified, fiber connections to Tier 1 and Tier 2 backbone providers. Latency to TELE-PAGE, Inc backbone providers Latency is between 4ms and 9ms. Active Fiber-To-The-Home/Premise technologies are utilized to deliver service to the end user premise (customer). TELE-PAGE Inc provisions the Optical Network equipment to account for approximately 5% of overhead on the customer’s fiber to achieve the published speed except for 1Gbps services or above. Under normal circumstances, a customer should expect to receive the speed of the service-tier purchased. Latency on TELE-PAGE, Inc’s network is less than 10ms. The actual or typical speed that a customer will experience while using the TELE-PAGE, Inc services depends upon a variety of conditions, many of which are beyond the company’s control, which includes but is not limited to (1) performance of customer’s device; (2) type of connection between customer’s device and the ONT; (3) congestion at the website or destination; (4) website restrictions on the speed a visitor can download information from their site; (5) others.
Latency varies based on any number of factors, most importantly the distance between a customer’s computer and the ultimate internet destination (as well as the number and variety of networks your packets cross), it is not possible to provide customers with a single figure that will define latency as part of a user experience.
Impact of Non-Broadband Internet Access Service Data Services
The FCC defines Non-Broadband Internet Access Services (“Non-Bias”) to include services offered by broadband providers that share capacity with Broadband Internet Access Services (“BIAS”) (previously known as “Specialized Services”) also offered by the provider over the last mile facilities. We offer VoIP. This service is provided over the same broadband connection as the high speed internet connection but utilize network management to isolate the capacity used by these services from that used by broadband Internet access services. We do not change the priority of any other Internet-based service either negatively or positively.
